Right to Disconnect Bill Remains Pending; Proposes Boundaries on Digital Work Obligations
Introduced in 2018 by MP Supriya Sule, the Right to Disconnect Bill seeks to allow employees to legally refuse work calls, emails and messages beyond official work timings. The bill intends to set clearer limits on digital communication and reduce after-hours work obligations.
Employers covered under the bill would need to create internal rules defining work hours, communication timelines and compensation for additional work. The proposal also includes employee–employer committees to resolve disputes and negotiate expectations.
Providing industry perspective, Sunil Chemmankotil, Country Manager, Adecco India, said:
“Balancing digital work demands with rest boundaries is essential. A phased rollout tied to the implementation of new labour laws will help ensure business continuity while shaping India’s workplace policies.”
The draft states that employees must not face penalties for not responding after hours. The bill has not been enacted, and there is currently no statutory right to disconnect in India.
